季節は夏から秋そしてもう冬を迎えんとするかのように紅葉と初雪が重なってやってまいりました。
カトマンズでは１１月１９日の選挙を控えて街中に緊張が高まっています。

政治混乱に陥ったネパールの政情を立て直すために、５月に新しい首相が選ばれたことを通信９７号で正しい選挙を国民が待ち望んでいる事を通信１０２号でお知らせしました。
その選挙が１１月１９日に行われることになっています。
選挙日を前にネパールは大混乱です。その様子をモティさんが報告してきました。
重なるバンダ（ストライキ）
ダサインとティハルという国の大きな祭りの長い休暇が終わり、１１月７日に学校も始まったと思う間もなく、１１日から選挙に反対するマオイストグループによるバンダのため再び国は閉塞状態に陥っています。
そのため学校をはじめ交通機関、商店などは閉鎖され、国民は身動きが取れない状態です。

政府からは、１１月１７日から２０日まで４日間を休日とするようにお達しが出ています。
水を供給するような公共施設、飛行場、病院は１９日と２０日だけの休日となります。
１９日を目前に、立候補者の選挙運動、阻止するストライキ、軍隊の出動に加え、爆弾が仕掛けられているという噂が飛び交い国民はまたもやただ鳴りを潜めているようです。

Nepal’s constitutional assembly election is to be held on 19th November.
Nepal Communist party- Maoist (Baidhya Group) have started the strike to go
against the election. A year earlier, Mohan Baidhya and Prachanda were in the
same party, Nepal Communist party- Maoist. After the establishment of
Bureaucratic government, the Nepal Communist party- Maoist was split and formed
a new party, the leader of which is Mohan Baidhya. This includes other 32 small
parties as well. These 33 parties alliance have repeatedly pleaded with the
government and the four major political parties to postpone the election and to
take some initiative to end the existing political deadlock, the bureaucratic
government and so the so-called big political parties continue to ignore their
request. So the 33 party alliance led by CPN- Maoist went ahead with its 10 day
bandh or general strike starting 11th November-, violence now is a
serious threat to a free and fair constituent assembly. Already many cases of
election related violence have been reported from different parts of the
country, disturbing the normal life of the people throughout the country.
Moreover the cases of arson ,vandalism and planting bombs in public places have
made the people panic.
The 33 party alliance led by CPN-Maoist(Baidhya group) enforced day long general strike affected life in the Kathmandu valley on the first day of strike. The valley saw scores of incidents of vandalism and arson targeted at vehicles. Peole had to walk all the way to their destinations in the morning. Academic institutions, market areas, factories, industries and some offices stayed shut due to fear of violence. Security forces, including the Nepal Army had deployed since early morning at main areas in the capital to foil the strike. The vote has been repeatedly
delayed. It was previously planned to
be held on 22 November 2012, following the dissolution of the Constituent
Assembly on 27 May 2012, but it was put off by the election
commission.The vote was
eventually set for 19 November 2013. Following King
Gyanendra's suspension
of parliament and taking control of government during the Nepalese
Civil War, mass protests
led to his re-instatement of the parliament and an end to the war fought by the
government against theCommunist
Party of Nepal (Maoist) on the condition of re-writing the
constitution. The king's powers were also removed and an election
was held in 2008 to elect a constituent assembly. The
constituent assembly was tasked to write a new constitution; however, its deadlines were extended
several times with the last one decided for 27 May 2012. In the lead up to the
deadline, there were several violent protests by a variety of ethnic
groups outside the parliament building. Rallies
were then banned in the area and around the PM's office with riot police
guarding against protests and the Nepali
Army on high alert in case the situation could
not be controlled. Prime Minister Baburam Bhattarai called for a new election on 22 November
after the deadline passed, with a possibility of a state
of emergency.
The election has been delayed
repeatedly.Chief Justice Khil Raj Regmi came into media attention when UCPN
(Maoist) proposed him as leader of election
government to hold fresh Constituent
Assembly polls, all four major political parties

less than a fortnight to go for Nepal's
Constituent Assembly polls, campaigning has peaked in the capital and other
cities as candidates focus on door-to-door canvassing.
In Kathmandu and other cities, candidates are meeting individual voters instead of organising public meetings and rallies to won the electorate ahead of the November 19 election. |

神戸しあわせの村シルバーカレッジ 英語点字グループの皆様が、去年に引き続き、秋のバザーでラリグランスクラブの商品を販売してくださいました。
ラリグランスクラブのバザーのうち、１番の売り上です。殆ど完売でした。
代表の駒井様からは、＜学園祭でのネパール物産即売会では、点字グループのメンバーが良く頑張ってくれまして、嬉しく持っています。
というメッセージを頂き、私のほうが涙が出るぐらいに嬉しく思いました。
ラリグランスクラブと英語点字グループの絆について、パネルを作って展示してくださっていました。
本当にありがとうございました。
10月２０日 ノートルダム学院小学校でのバザー
ボランティアサークルさんがラリグランスクラブの商品を販売してくださいました。
今年は校舎の工事でブースが狭いということでしたので、委託品が少なかったのですが、よくご協力くださいました。
ありがとうございました。
10月26日27日 京都ノートルダム女子大学の学祭
今年もラリグランスクラブが女子大にブースをもらって販売。
台風の影響で天候を気にしつつ販売に精を出しました。
シルバーカレッジの英語点字グループが沢山販売してくださったので、商品が去年より少なくなった分売りやすかったです。
シルバーカレッジのバザーに間に合わなかった、ネパールから送られてきた手編みケープが売れてよかったです。
手編みの製品は仕入れ価格がない分、売上がそのまま利益になるので、手編み商品が売れると、嬉しいです。
ネパールの婦人たちが一針一針心を込めて編んでくれた製品から暖かさが伝わると、なお嬉しいです。
バザーのお手伝いしてくださった方、買ってくださった方に、心からの感謝！！！

秋は行事が多くて体調を崩し、ホームページ更新も遅れました。
奨学生や視覚障害児たちは学校が祭り休暇やバンダ休校になったりして
落ち着かない様子ですが、元気に生活しています。

＊LSG（視覚障害児寮）の運営が始まり、寮の維持（借家代、寮母さん給料、光熱費、寮生の食費）に、年間６０万円ほど経費が増えました。
＊日本での事務経費は公益財団法人コープともしびボランティア振興財団からの助成金で賄うことが出来、皆様方からの寄付金とバザー売り上げ金は全てネパールでの教育支援活動に使うことが出来ます。
